The Road Home Elevation Incentive Award

  • Many homeowners who applied for the Road Home program after Katrina and chose option 1 (Keep their home), received $30,000 as an incentive to raise their home to meet the required base flood elevation or advisory base flood elevation.

The Hazard Mitigation Grant Program (OCD - DRU HMGP) (State)

Grant program that awards up to $100,000 based off the price of your agreement with the elevation contractor and minus any funding from the Road Home Elevation Incentive and the Increased Cost of Compliance (ICC).

Homeowners are eligible ONLY if:

  • They registered with Road Home and selected option 1 (Keep their home).

  • They still own the home that was eligible for Road Home benefits (even if they did not receive the $30,000 elevation incentive award).\

  • The home is located in a FEMA – designated ABFE.

  • Homeowner agrees to comply with ALL HMGP regulations.

Increased Cost of Compliance (ICC)

Homeowners may be qualified for this grant through the National Flood Insurance Program for up to $30,000.  Qualification for this grant are as follows:

  • Homeowner must have incurred 51% or greater damage to their home because of flooding during Katrina or Rita.  This damage assessment is determined by the homeowner’s city or parish office.  This can be acquired from the city or parish office in which they reside.  Homeowner must go to the city or parish hall in order to obtain a letter of substantial damage.

  • Homeowner must have had flood insurance during the time of the flood and that coverage must still be active.

  • Homeowner must be in a flood hazard area.

  • Homeowner must be below the current base flood elevation (BFE).

Severe Repetitive Loss Mitigation (SRL) (Parish)

Parish grant program that funds homes that are covered under an NFIP flood insurance policy.

  • The homeowner must have had at least four NFIP claims over $5,000 each and at least two separate claim payment amounts have exceeded the market value of the home.
